Louis-Paul MOTAZE

Minister of Finance of Cameroon

It is through Decree 2018/191 of 02 March 2018 on the reorganisation of the government that the President of the Republic, His Excellency Paul BIYA, appointed me Minister of Finance. Until then, I was Minister of the Economy, Planning and Spatial Planning. I was installed in my new position by the former Prime Minister, Head of Government, Philemon Yang, on 6 March 2018 in Yaoundé in the Salle des Actes of the Ministry of Finance. Thanks to the ministerial reorganisation of 04th January 2019, the President of the Republic has once again renewed his confidence in me. An opportunity to thank him once again for this renewed mark of trust.

Studies & Training

First of my session in the entrance exam to the National School of Administration and Magistracy (ENAM) in 1981, I graduated as a Civil Administrator, Economics and Finance section. Perhaps it should be remembered that I am the Major of my promotion in 1983. I strengthened my capacities in France by obtaining a DEA (Diplôme d’études approfondies) in public law and a DESS (Diplôme d’études supérieures spécialisées) in international transport in 1985.

Professional backgrounds & experiences

From the Presidency of the Republic

I started my career in the Economic Affairs Division of the Presidency of the Republic of Cameroon in 1983. Then, I dropped my bags off at CAMSHIP (Cameroon Shipping Lines) from 1984 to 1989. I then joined CAMAIR (Cameroon Airlines) in 1989 and remained there until 1999. Based on this experience, the Head of State entrusted me with the management of the General Directorate of the National Social Security Fund (CNPS) in 1999, a company in structural crisis with pension arrears. I manage to reorganize the company, clear up arrears, improve cash flow and humanize the reception of pensioners and users.

Minister in charge of the Economy, then SGPM

This remarkable transition to the CNPS reinforces the confidence of the Head of State who appointed me Minister of Economy, Planning and Territorial Development (MINEPAT) in 2007, in a context marked by the seven-year term of the Grandes Ambitions. I coordinate the preparation of the Strategy Document for Growth and Employment (DSCE) and seek innovative financing to implement the structuring projects contained in the DSCE. In 2011, my service record leads me to the position of Secretary General of the Prime Minister’s Office. Here, I coordinate the actions of the government alongside the Prime Minister and, in my capacity as Chairman of the Steering Committee of several projects, coordinate the major projects of the State of Cameroon’s Major Achievements, in particular the deepwater port of Kribi, the hydroelectric dams of Lom Pangar and Memve’ele, the iron projects of Mbalam and Bauxite de Ngaoundal.

Back to the Economy, then Minister of Finance

In 2015, I return to MINEPAT to continue the implementation of major structural projects, the foundation for the growth necessary to achieve the emergence of Cameroon by 2035. I am thus improving the consumption of the public investment budget (BIP), which is almost 100%. On March 2, 2018, I was appointed Minister of Finance in a context marked by the economic crisis characterized by the decline in the costs of petroleum products, cocoa and coffee; the deterioration of budget balances in the CEMAC zone and the implementation of the Economic and Financial Programme (EFP) supported by the IMF’s Extended Credit Facility (ECF) (2017 -2019); the elections in Cameroon and SME financing.

Family life

Son of the Southern region, I was born on 31st January 1959 in Bengbis in Dja and Lobo. I am married and have three children. Now, I live in Yaoundé! As I have always indicated, I am committed to working effectively to meet the challenges facing me at the Ministry of Finance in a timely manner. And thus continue to deserve the trust placed in me by the President of the Republic, H.E. Paul BIYA.
